We are seeking an experienced Temporary Senior Counsel to support a high-volume legal department handling litigation and administrative matters related to public housing and Housing Choice Voucher (HCV) programs. This role will serve as a key legal advisor to agency leadership and operational teams, managing complex landlord-tenant and voucher-related proceedings in a fast-paced environment. The ideal candidate will have strong litigation experience, exceptional legal writing skills, and the ability to manage a substantial caseload involving administrative hearings, court proceedings, compliance matters, and agency operations. Key Responsibilities Manage a high-volume caseload involving landlord-tenant disputes, public housing matters, and Housing Choice Voucher Program proceedings. Represent the agency in administrative hearings, court proceedings, and other legal matters related to housing operations. Draft and review legal documents including pleadings, discovery requests and responses, dispositive motions, pretrial filings, trial documents, settlement agreements, and legal correspondence. Provide legal guidance and strategic counsel to management regarding public housing regulations, Housing Choice Voucher compliance, landlord-tenant law, and agency operations. Assist with litigation strategy and coordinate with outside counsel on ongoing or complex legal matters. Review, draft, and revise agency correspondence, policies, notices, and operational documents to ensure legal compliance and risk mitigation. Conduct legal research and prepare written legal opinions, memoranda, and recommendations. Support internal departments with regulatory interpretation, procedural guidance, and dispute resolution. Maintain accurate case documentation and ensure deadlines, filings, and reporting requirements are met. Work collaboratively with agency leadership and operational teams in a deadline-driven environment. Qualifications Juris Doctor (JD) from an accredited law school. Active license to practice law in the applicable jurisdiction. 5+ years of litigation experience, preferably involving landlord-tenant law, housing law, administrative law, or public sector representation. Experience handling hearings, motions practice, discovery, and trial preparation. Strong understanding of Housing Choice Voucher Programs, public housing regulations, and/or administrative proceedings preferred. Excellent written and verbal communication skills. Strong analytical, organizational, and case management abilities. Ability to manage competing priorities and large caseloads in a fast-paced environment. Proficiency with legal research tools and Microsoft Office Suite. Preferred Experience Prior experience representing housing authorities, government agencies, or public sector organizations. Familiarity with HUD regulations and federally assisted housing programs. Experience coordinating with outside counsel and cross-functional operational teams
