While the Northeast states have adopted the Regional Greenhouse Gas Initiative (RGGI) to address emissions from power plants, there is no regional agreement to encourage investment in energy efficiency and renewable energy across the region. Each state has a patchwork of economic development, permit and environmental programs, and legislation. This patchwork often serves to thwart largescale commercialization of clean energy programs and technologies.To find solutions to this and associated problems, the pro bono counsel would: Research Northeast states’ legal and policy clean energy framework, make recommendation on ways to design a regional framework to encourage clean energy investment, and write a report to document these findings and recommendations that will be released publicly. The report would also include an assessment of which states are leaders and which states are falling behind in creating a clean energy economy. Research and write draft model legislation and draft executive orders based on the findings of the above report. Partner with clean energy businesses, regional associations (e.g. Northeast Governors Association, etc.), other key environmental organizations, energy advocates and others, working on this subject.
