The primary purpose of this position is to serve as the Chief, Space and Cyberspace Division, Office of the Staff Judge Advocate, Headquarters Air Force Space Command. The incumbent supervises two military attorneys and one military paralegal. The incumbent advises the Staff Judge Advocate, commanders and government officials on all space, cyberspace and international law legal issues affecting Air Force Space Command. Responsible for the oversight and development, maintenance, and execution of the space law and policy courses taught at the National Security Space Institute and Advanced Space Operations School. Directs and coordinates the collective efforts of a multi-disciplined staff of military attorneys and military paralegals assigned to Space and Cyberspace Division of HQ AFSPCIJA. Supervises military personnel; assigns work to subordinates based on priorities, difficulty of work to be performed, and capabilities of employees. Reviews work for timeliness and accuracy; works to improve efficiency and eliminate bottlenecks, assure equity of performance standards and rating techniques; makes decisions on non-routine, costly or controversial training needs and requests; makes decisions on work problems; plans and establishes work schedules, deadlines, and acceptable work standards; coordinates and integrates contractor work schedules and processes with work of subordinates or others; approves leave; tracks performance. Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. Addresses subordinate concerns, whether perceived or real, and follows up with appropriate action to correct or eliminate tension in the workplace. Supports the agency EEO program. Advises Air Force Space Command Commander, Vice Commander and staff on space law pertaining to space operations. Serves as the principal space operations attorney. Ensures all concerned parties are thoroughly briefed on legal issues relating to space operations. Analyzes, evaluates, and provides appropriate counsel and policy guidance on developments in space operations, including applicable legislation and policies so that appropriate determination may be made regarding space operations. Drafts, reviews and interprets US Government, DoD and AFSPC law, policies, regulations, concepts of operation and other documents regarding space launch, operations, training and exercises involving US and foreign military, civilian, intelligence, and commercial space users/operators. Provides commanders and staff analysis relevant to development of space operations doctrine and strategy. Attends professional conferences, government training programs, lectures, Advises Air Force Space Command Commander, Vice Commander and staff on cyberspace law, Law of Armed Conflict, rules of engagement, and international agreements and treaties pertaining to cyberspace operations in both combat and peacetime environments. Serves as the principal cyberspace operations attorney. Coordinates cyberspace operations law and policy with multiple legal offices, including JTF GNOIJA, STRATCOIVJIJA, JFCC NW, NSA General Counsel, SAFIGC. Provides continuity for military attorneys in a constantly changing specialty. Develops training and resources for military cyberspace law attorneys. Develops and maintains an extensive library of classified and unclassified cyberspace specific legal resources. Advises on intelligence oversight and intellectual property. Advises Air Force Space Command Commander, Vice Commander and staff on international law. Drafts, interprets and reviews international agreements and other documents related to international agreements, including Acquisition and Cross-Servicing Agreements, Status of Forces Agreements (SOFA), SOFA supplementary agreements, implementing agreements, memorandums of agreement and understanding, basing agreements and similar documents. Provides advice to AFSPC leadership and prepares legal memos and other documents related to foreign claims jurisdiction, foreign criminal jurisdiction, disclosure of information to foreign entities and foreign visits. Participates in negotiating international agreements and other documents related to international agreements affecting the Air Force and Air Force Space Command. A newly appointed or reappointed employee may or may not receive service credit for prior work experience or active duty uniformed service that otherwise would not be creditable for the purpose of determining his or her annual leave accrual rate. All creditable service must be directly related to the duties of the position being filled and decisions to allow for such credit must be finalized prior to the selectee's entrance on duty.
